MINUTES, OCTOBER 26, 2004
The School Board of Escambia County, Florida, convened in Public Forum at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Mrs. Stidham called the Public Forum to order at 5:30 p.m.
Mrs. Linda English gave the invocation and Ms. Linda Finkelstein led the pledge of allegiance.
ADD PUBLIC HEARING REQUESTED BY CITIZEN
Mrs. Sheila Romaine addressed the Board regarding School District Rule 6Gx17-2.05(1) – Ethics.
(Item II.A.2, “Notice of Intent to Adopt Revision to School District Rule 6Gx17-2.05(1) – Ethics)
Mrs. Stidham called for public forum; however, there were no speakers.
I. CALL TO ORDER/ADOPTION OF AGENDA
Mrs. Stidham called the Regular Meeting to order at 5:40 p.m. [NOTE: Mr. Clark entered the Regular Meeting at 5:40 p.m.] The Superintendent listed the additions, deletions, amendments and corrections to the agenda. (see margin notes) On motion made by Ms. Finkelstein and seconded by Dr. DeWitt, adoption of the agenda (as amended), was approved unanimously.
II. PROPOSED ADDITIONS OR REVISIONS TO SCHOOL DISTRICT RULES

A. Permission to Adopt
1. Notice of Intent to Adopt Revision to School District Rule 6Gx17-2.17(4) – Terminal Pay
Motion was made by Ms. Finkelstein and seconded by Mr. Bergosh, to adopt a revision to School District Rule 6Gx17-2.17(4) – Terminal Pay. Mrs. Stidham called for public hearing; however, there were no speakers. Motion was approved unanimously.
2. Notice of Intent to Adopt Revision to School District Rule 6Gx17-2.05(1) – Ethics
Motion was made by Mr. Clark and seconded by Ms. Finkelstein, to adopt a revision to School District Rule 6Gx17-2.05(1) – Ethics. Mrs. Stidham called for public hearing; however, there were no speakers. Motion was approved unanimously.
B. Permission to Advertise
1. Notice of Intent to Advertise Addition to School District Rule 6Gx17-2.14(8) – Leave of Absence for Natural Disaster
Motion made by Ms. Finkelstein and seconded by Mr. Bergosh, to approve the advertisement of an addition to School District Rule 6Gx17-2.14(8) – Leave of Absence for Natural Disaster, was unanimous.
THE FOLLOWING ITEM WAS MOVED FORWARD: Administrative Appointments (Item VII.B.1)
Motion by Ms. Finkelstein, seconded by Dr. DeWitt, to accept the Superintendent’s recommendation for the administrative appointment of Denny Wilson, from Curriculum Coordinator/McArthur Elementary School, to Assistant Elementary Principal/McArthur Elementary School, effective October 27, 2004, was approved unanimously.
Motion by Mr. Bergosh, seconded by Dr. DeWitt, to accept the Superintendent’s recommendation for the administrative appointment of Pam Lewis, from Curriculum Coordinator/Beulah Elementary School, to Assistant Elementary Principal/Beulah Elementary School, effective October 27, 2004, was approved unanimously.

Motion by Mr. Bergosh, seconded by Ms. Finkelstein, to approve the minutes as listed (Items 1-3), was approved unanimously.
IV. COMMITTEE/DEPARTMENTAL REPORTS
1. Stellar Employee Recognition
The Superintendent announced that Mr. Percy Lesure, Head Custodian at Hellen Caro Elementary School, was the Stellar Employee for the month of October. Mr. Lesure received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.
2. PTA Presentation
Ms. Debbie King, President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA.
3. Resolution Recognizing Hurricane Ivan Disaster Teams
A RESOLUTION
TO COMMEND THE EMPLOYEES OF THE SCHOOL DISTRICT OF ESCAMBIA COUNTY, FLORIDA, FOR THEIR RESPONSE TO HURRICANE IVAN
WHEREAS Hurricane Ivan made landfall in our community on September 16, 2004, causing devastation to life and property;
WHEREAS the Governor of the State of Florida, Jeb Bush, made expedited restoration of public education a top priority for local government, and charged the School District of Escambia County, Florida with the task of reopening public schools as quickly as possible;
WHEREAS the School District of Escambia County, Florida sustained damage to all of its sites and facilities, some catastrophic;
WHEREAS most, if not all, District employees suffered some form of damage to their own homes, ranging from minor damage to complete destruction;
WHEREAS the School District Maintenance, Facilities Planning, Warehouse, Food Service, Transportation, Custodial Service and Information Technology staffs answered the call for help to restore the public schools of Escambia County, working seven days a week for twelve to eighteen hours a day without regard for their own personal loss;
WHEREAS District personnel were performing initial damage assessments to District property before the winds of Ivan died down;
WHEREAS District staff and Storm Recovery Teams cleared debris, secured gas leaks, isolated live power lines and equipment, emptied freezers, rebuilt roofs, boarded windows, repaired buildings, transported staff and restored the District’s fiber network and IT systems, supported shelter operations, and manned the Emergency Operations Center around the clock;
WHEREAS workers from sister District Pinellas County worked side by side with Escambia District personnel, leaving their loved ones with Hurricane Jeanne bearing down on their homes and staying until the job was finished;
WHEREAS the entire recovery was accomplished without a single lost time injury, in spite of the extremely hazardous nature of the work;
WHEREAS the District returned all but two sites and facilities to safe, usable condition at or before Governor Bush’s deadline;
WHEREAS District employees numbering in excess of 1,000 worked tirelessly to accomplish the largest District recovery effort in recent Florida history thereby restoring to the citizens of Escambia County some sense of normalcy in the wake of Hurricane Ivan;
THEREFORE BE IT RESOLVED that the School Board of Escambia County, Florida recognizes the sacrifice, dedication, skill, and expertise of its employees demonstrated by the unparalleled achievement in returning the public schools of Escambia County to a normal and safe operation. The School Board of Escambia County, Florida extends its gratitude to District personnel who worked so hard to accomplish so much without regard to their own personal loss. Their selfless service to the community is an inspiration to all.
FURTHER IT IS RESOLVED that a copy of this Resolution shall be spread on the minutes of this meeting.
Motion by Ms. Finkelstein, seconded by Mr. Bergosh, to adopt a resolution to commend the employees of the School District of Escambia County, Florida, for their response to Hurricane Ivan, was approved unanimously.
ADD 4. American Education Week/National Education Staff Professional Day – Resolution
AMERICAN EDUCATION WEEK
“Celebrating the American Dream”
WHEREAS, public schools are the backbone of our democracy, providing young people with the tools they need to maintain our nation’s precious values of freedom, civility and equality; and
WHEREAS, by equipping young Americans with both practical skills and broader intellectual abilities, schools give them hope for and access to a productive future; and
WHEREAS, education employees – be they custodians or teachers, bus drivers or librarians – work tirelessly to serve our children and community with care and professionalism; and
WHEREAS, schools are community linchpins that bring together adults and children, educators and volunteers, business leaders, and elected officials in our common enterprise and Celebrating the American Dream,
NOW THEREFORE, the School Board of Escambia County, Florida does hereby proclaim November 14th through 20th, 2004 as American Education Week and Wednesday, November 17, 2004 as National Education Staff Professional Day in Escambia District Schools; and
FURTHER, a copy of this resolution shall be included in the minutes of this meeting; and a copy of this resolution shall be presented to representatives of the Escambia Education Association and the Union of Escambia Education Staff Professionals and posted in all District facilities during said week.
Motion by Ms. Finkelstein, seconded by Mr. Bergosh, to adopt a resolution regarding American Education Week and National Education Staff Professional Day, was approved unanimously.
ADD 5. Recognition of Educational Support Professional of the Year
Ms. Judy Miller, Administrative Clerk II at Ensley Elementary School, was recognized for being named “Educational Support Professional of the Year” by the Florida Education Association.

2. Student Recommendations
Motion by Ms. Finkelstein, seconded by Mr. Clark, to accept the Superintendent’s recommendations for student expulsions, Items 1 through 6, with Item 1 requesting a formal hearing, was approved unanimously.
REQUEST FOR FORMAL HEARING 1. Recommend that the previous approval of expulsion of student number 05-09-221 for the remainder of the 2004-2005 school year be rescinded and that the student’s request for a formal hearing be granted. (The delivery and receipt of parent’s request for a formal hearing was delayed due to Hurricane Ivan.)
2. Recommend that, consistent with the decision of the due process committee, student number 05-10-221 be expelled from all public schools of Escambia County for the remainder of the 2004-2005 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
3. Recommend that, consistent with the decision of the due process committee, student number 05-12-221 be expelled from all public schools of Escambia County for the remainder of the 2004-2005 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
4. Recommend that, consistent with the decision of the due process committee, student number 05-14-521 be expelled from all public schools of Escambia County for the remainder of the 2004-2005 school year and all of the 2005-2006 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
5. Recommend that, consistent with the decision of the due process committee, student number 05-16-862 be expelled from all public schools of Escambia County for the remainder of the 2004-2005 school year and all of the 2005-2006 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
