MINUTES, APRIL 20, 2004
The School Board of Escambia County, Florida, convened in Public Forum at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Mrs. Stidham called the Public Forum to order at 5:30 p.m.
Mrs. Linda English gave the invocation and Mr. David Roll led the pledge of allegiance.
The following item was moved forward on the agenda:
“Month of the Military Child” – Resolution (Item IV.5)
WHEREAS, the citizens of the United States of America are fortunate to have men and women who make up a strong military to protect our great country; and
WHEREAS, many children of military families attend the public schools of Escambia County; and
WHEREAS, those who are in the military spend much of their time away from their families while protecting our country; and
WHEREAS, during the absence of a family member, it is important that members of the school and community provide special assistance to the children in making them feel nurtured and appreciated; and
WHEREAS, military children who attend schools in Escambia County will receive items of special designation;
NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby proclaim the month of April as
MONTH OF THE MILITARY CHILD
in the schools of Escambia County.
BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Captain Pruitt, Commanding Officer of NAS Pensacola.
Motion by Dr. Dewitt, seconded by Mr. Clark, to adopt the resolution for “Month of the Military Child” was approved unanimously.

I. CALL TO ORDER/ADOPTION OF AGENDA
Mrs. Stidham called the Regular Meeting to order at 5:55 p.m. The Superintendent listed the additions, deletions, and amendments to the agenda. (see margin notes) On motion made by Dr. DeWitt and seconded by Mr. Clark, adoption of the agenda (as amended), was approved unanimously.

Motion was made by Dr. DeWitt, seconded by Mr. Clark, to adopt “Amendment to School District Rule 6Gx17 – 5.04(6)(c)(d)(e)(f)(g) - Telephone Service for Schools.” Mrs. Stidham called for public hearing, however there were no speakers. Motion was approved unanimously.
3. Notice of Intent to Adopt Amendment to School District Rule 6Gx17 -2.12(1)(k) - School Volunteers
(NOTE: This item was previously addressed at the April 16, 2004 Regular Workshop.) Motion was made by Mrs. Stidham, seconded by Mr. Bergosh, to adopt “Amendment to School District Rule 6Gx17 -2.12(1)(k) - School Volunteers,” with the deletion of the following statement: “Exemptions may be granted for misdemeanors prohibited under the aforementioned provisions(s) provide the misdemeanor occurred more than three years prior to the date of disqualification and did not involve child endangerment.” Dr. DeWitt called for public hearing, however there were no speakers. Motion was approved unanimously.

IV. COMMITTEE/DEPARTMENTAL REPORTS
1. Stellar Employee Recognition
The Superintendent announced that Mr. Richard Cofield, Maintenance Mechanic I, was the Stellar Employee for the month of April. Mr. Cofield received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.
2. PTA Presentation
Ms. Debbie King, President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA and expressed her appreciation to the Board and the Superintendent for their support.
3. Presentation by Manna Food Bank
Mr. Tim Evans, Director of the Manna Food Bank, presented awards to the elementary, middle and high school that collected the most food during the annual “Food for Families” food drive: Cordova Park Elementary; Jim Bailey Middle; and Pensacola High.
4. National Teacher Appreciation Day/Week – Resolution
WHEREAS,

WHEREAS, teachers keep American democracy alive by laying the foundation of good citizenship; and
WHEREAS, teachers continue to influence us long after our school days are only memories;

Dr. DeWitt moved “to continue the 27 pre-k programs currently operated by the Title I Program.” Mr. Clark seconded the motion for discussion purposes. Dr. DeWitt reviewed the following information outlined in the backup documentation for this item:
BACKGROUND:
The Escambia County School District has a long history of serving four year old children in what has been recognized as one of the best programs in the nation based on research findings and the high quality of our program and staff. Unfortunately, due to continuous funding restrictions we are often placed in making decisions as to what groups of children we will serve and which ones will be cut from services. We are again faced with this dilemma and are being asked to cut programs to our youngest children who are most in need and thereby we deny or reject all of the brain research, early learning research and our own District research that states “quality early education can ensure that a child is ready for school.” Our District, which had 34 high quality programs, is now being forced to cut again. We once served 34 classrooms (680 children); last year we cut to 27 classrooms (540 children) and now we are being asked to cut to 18 District funded classrooms (360 children) which means that 180 four year olds will be cut again from our programs. The question we now are facing is “Can we find money in the existing budget to maintain the current program?”
MOTION:
To continue the 27 pre-k programs currently operated by the Title I program and use the following funds to pay for their operation.
It is estimated each program will cost $75,000 (based on current costs) to operate. We are projecting most conservative approach to the transportation cost (worst scenario) of $2.5 million to transport children to other schools under the NCLB mandate. This seems to be assuming that every child in a school not receiving a passing grade will want to transfer to a school with a passing grade. This seems most unrealistic. I propose we use $675,000 of that projected cost to continue to operate the 9 pre-k centers. Assuming the worse scenario, the District receives $600,000 for indirect costs in the Title I
Grant which are totally available at the Board’s discretion to use to fund any program.
RATIONALE:
In order not to gamble with the lives of our most vulnerable children, this approach allows the 180 children to be served. At this point we are unsure of many budgeting items. Should the worse case scenario occur and we are forced to use the projected $2.5 million to transport children, then a reassessment of the budget can be made. However, let us not deny these critical services on a pessimistic approach but let us be optimistic that at worse scenario we could use the indirect funds, make cuts in the line items, or use carry over funds which have not been finalized.
All Board Members agreed with Dr. DeWitt as to the importance of pre-k programs, however, Ms. Finkelstein and Mrs. Stidham expressed the following concerns with his motion:
Ms. Finkelstein had concerns regarding the elimination of Title I funding to those schools having fewer than 60% of their students eligible for free or reduced price meals. (NOTE: Her concern was related to Board action from the April 1, 2004 Special Meeting, “to accept the Superintendent’s recommendation to eliminate Title I funding to those schools having fewer than 60% of their student eligible for free or reduced price meals and to reduce the number of Title I funded pre-kindergarten classrooms from their current levels to 18 classes.”)
Mrs. Stidham did not believe that the Board should risk taking an “optimistic approach” (as suggested by Dr. DeWitt) by not reserving the funds required by the No Child Left Behind Act. (NOTE: Mrs. Stidham was referring to No Child Left Behind Act’s requirement that 20% of the District’s Title I allocation be reserved to fund mandated transportation and supplemental educational services related to schools not making adequate yearly progress and an additional 5% for assuring the “highly qualified” staff provisions were met.)
The Board recognized the following speakers who addressed various aspects of this issue: Jerry McIntosh, Linda Maletsidis, Faye Jones, Doris Hayes, Bob Husbands, Marsha Higgins, Sara Lewis, Debra Simpkins, Bill Peterson, Linda English, and Madonna Jackson-Williams.
After further discussion, Dr. DeWitt offered a substitute motion, “to cut the five (pre-k) enrichment specialist positions (for art, music and physical education) and continue at least three pre-k programs (with the funds saved from those positions).” Mr. Clark seconded the substitute motion. Dr. DeWitt believed that those positions provided “wonderful” services, however, he also believed that the pre-k programs could “survive” without them. He noted that the approximate $245,000 that would be saved from eliminating those positions could be used to continue at least three (3) pre-k programs instead (for a total of 21 pre-k programs). Ms. Finkelstein and Mrs. Stidham indicated that they could not support the substitute motion until they had an opportunity to research the issue further. Mr. Clark noted that his decision on this issue would be based on the “necessity of being able to continue pre-k.”
The Board recognized Bob Husbands, who expressed his concerns regarding the substitute motion. Substitute motion failed 3 to 2, with Mrs. Stidham, Ms. Finkelstein and Mr. Bergosh voting “No.”
6. Request from Cordova Park Elementary School Advisory Council Regarding Revisiting the Uniform Dress Code Vote – John DeWitt
Dr. DeWitt moved “to honor the request made by the Cordova Park Elementary School Advisory Council (regarding revisiting the Uniform Dress Code vote).” Mr. Clark seconded the motion for discussion purposes. (NOTE: According to the backup documentation for this item, if the motion were approved, a policy change would be presented for advertisement at the May Regular Meeting with proposed adoption at the June Regular Meeting.)
The Board recognized Richard Colbert and Sheila Romaine, who addressed various aspects of this issue.
Motion failed 4 to 1, with Mrs. Stidham, Mr. Bergosh, Mr. Clark and Ms. Finkelstein voting “No.”
