The School Board of Escambia County, Florida, convened in Public Forum at 7:20 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Mrs. Stidham called the Regular Meeting to order at 7:35 p.m. The Superintendent listed the additions, deletions, and amendments to the agenda. (see margin notes) On motion made by Ms. Finkelstein and seconded by Dr. DeWitt, adoption of the agenda (as amended), was approved unanimously.

1. Stellar Employee Recognition
The Superintendent announced that Ms. Karen Gallacher, Administrative Secretary at Workman Middle School, was the Stellar Employee for the month of May. Ms. Gallacher received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.
2. PTA Presentation
Ms. Dawn Johnson, Vice-President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA.
3. One-Half Cent Sales Tax Quarterly Report
(Supplementary Minute Book, Exhibit “C”)
Mrs. Patricia Hightower, Chairman of the One-Half Cent Sales Tax Watchdog Committee, gave a brief review of the committee’s Quarterly Report.
ADD 4. Recognition of Ms. Julie Terrell, School Health Nurse
The Board and Superintendent recognized Ms. Julie Terrell, School Health Nurse, for being selected by the Governor’s Mentoring Activities Project for her excellence in mentoring one of the District’s students.
V. CONSENT AGENDA

Mrs. Stidham moved to accept the Implementation plan for the School Board of Escambia County Task Force to Study Childhood Obesity Issues, Final Report May 2004, with the exception of “Immediate Priority 1.10 – Prohibit sales of carbonated beverages during meal periods.” Ms. Finkelstein seconded the motion for discussion purposes. Mrs. Stidham cited various areas of concern, including the fact that prohibiting the sale of carbonated beverages would also mean that the sale of non-carbonated beverages would be prohibited, as many vending machines contained both. She noted that it was not possible to “close down just the one column serving the carbonated beverages – it’s you close down the whole machine or nothing.” She indicated that she was not sure that closing those machines would actually “help the obesity cause,” but was sure that it would impact the District financially.
The Board recognized Treena Webb, who expressed her thoughts regarding the motion on the floor.
Motion was approved 3 to 2 with Mr. Clark and Dr. DeWitt voting “No.”

Motion was made by Dr. DeWitt, seconded by Mr. Bergosh, to approve “Permission to Negotiate: Energy Conservation Consulting Services.” Dr. DeWitt then offered a “friendly amendment” to his motion, to approve “Permission to Negotiate: Energy Conservation Consulting Services” with the contract itself to specifically address several items of concerns as outlined in a handout he had provided at the table. Mr. Bergosh accepted the “friendly amendment” for discussion purposes. Mr. Bergosh and Mrs. Stidham indicated that while they would like for Energy Education, Inc. to respond to Dr. DeWitt’s items of concern, they did not want to force them to have to incorporate all of their responses in the contract itself. Motion was approved 3 to 2, with Mrs. Stidham and Mr. Bergosh voting No.”

Motion by Dr. DeWitt, seconded by Mr. Bergosh, to accept the Administrative Law Judge’s recommendation for termination of employee number 153101, was approved unanimously.
Motion was made by Dr. DeWitt, seconded by Mr. Clark, to request that the Superintendent immediately advertise the position of Director of Internal Auditing. Mrs. Stidham offered a “friendly amendment” to the motion, to request that the Superintendent immediately advertise the position of Director of Internal Auditing, with the Audit Committee to be involved in the interviewing process (as specified in the Charter for the Audit Planning and Review Committee). Dr. DeWitt and Mr. Clark accepted the “friendly amendment.” Mr. Bergosh indicated that he would not support the motion, as he believed that the Board should take this opportunity to again explore the possibility of outsourcing the Internal Auditing Department. Motion was approved 4 to 1, with Mr. Bergosh voting “No.”
