5:30 p.m.
Mrs. Peggy Pilcher gave the invocation and Ms. Debbie King led the pledge of allegiance.

CALL TO ORDER/ADOPTION OF AGENDA
Mrs. Stidham called the
Regular Meeting to order at 5:35 p.m. The Superintendent listed the
additions, deletions, and amendments to the agenda. (see margin notes) Dr. DeWitt
requested that an item entitled “Point of Personal Privilege” be added under
section VII.B, “Items from the Board.”
On motion made by Ms. Finkelstein and seconded by Mr. Bergosh, adoption
of the agenda (as amended), was
approved 4 to 0, with Mr. Clark absent for vote.
II.

Motion was made
by Dr. DeWitt, seconded by Ms. Finkelstein, to adopt the addition of “School
District Rule 6Gx17 – 6Gx17-1.22 (1) a, b, c, d, e, f, g; (2) a, b, c, d, e -
District-Wide Strategic Planning.” Mrs.
Stidham called for public hearing, however there were no speakers. Motion was approved 4 to 0, with Mr. Clark
absent for vote.
B.
Permission to Advertise
1. Notice of Intent to Advertise Revisions to School District Rule
6Gx17-7.02 - Code of Conduct: Elementary Rights and Responsibilities Handbook,
2004-2005
Mr. Bergosh
moved to approve the advertisement of revisions to “School District Rule
6Gx17-7.02 – Code of Conduct: Elementary Rights and Responsibilities Handbook,
2004-2005.” Mrs. Stidham seconded the
motion for discussion purposes. Ms.
Finkelstein was concerned that any changes made to the “Student Dress Code” (Item II.B.3) would affect this
particular item and therefore, she offered a substitute motion to postpone this
item until the June 22, 2004 Special Meeting.
Substitute motion was seconded by Dr. DeWitt and approved 4 to 0, with
Mr. Clark absent for vote.
2.
Notice of Intent to Advertise
Revisions to School District Rule 6Gx17-7.02 - Code of Conduct: Secondary
Rights and Responsibilities Handbook, 2004-2005
Motion by Ms.
Finkelstein, seconded by Dr. DeWitt, to postpone this item until the June 22,
2004 Special Meeting, was approved 4 to 0, with Mr. Clark absent for vote.
AMENDED 3. Notice of Intent
to Advertise Revisions to School District Rule 6Gx17-7.17 – Student Dress
Code (concurrent with the proposed revisions updating the Elementary and Secondary
Rights and Responsibilities Handbooks, 2004-2005)
Dr. DeWitt moved
to approve the advertisement of his proposed revisions to “School District Rule
6Gx17 – 717 – Student Dress Code,” as outlined in a document that he had
provided at the table. Ms. Finkelstein
seconded the motion for discussion purposes.
Dr. DeWitt briefly reviewed the major differences between his proposed
“Student Dress Code” and the version that was submitted by staff in the
original agenda backup documentation.
Ms. Finkelstein noted that it was “difficult to make a decision based on
information received at the table,” and therefore, offered a substitute motion
to postpone this item until the June 22, 2004 Special Meeting. Substitute motion was seconded by Dr. DeWitt
and approved 4 to 0, with Mr. Clark absent for vote.
THE FOLLOWING

Motion by Ms. Finkelstein, seconded by Dr. DeWitt,
to accept the Superintendent’s recommendation for the administrative
appointment of Nancy Gindl from Assistant Principal/Northview to
Principal/Ernest Ward, effective July 1, 2004, was approved 4 to 0, with Mr.
Clark absent for vote.
Motion by Ms. Finkelstein, seconded by Dr. DeWitt,
to accept the Superintendent’s recommendation for the administrative
appointment of Vicki Mathis, from Assistant Elementary Principal/West Pensacola
to Director of Alternative Education, effective July 1, 2004, was approved 4 to
0, with Mr. Clark absent for vote.
Motion by Ms. Finkelstein, seconded by Dr. DeWitt,
to accept the Superintendent’s recommendation for the administrative
appointment of Larry Reid, from Assistant Principal/Wedgewood to
Principal/Wedgewood, effective July 1, 2004, was approved 4 to 0, with Mr.
Clark absent for vote.
Motion by Dr. DeWitt, seconded by Ms. Finkelstein,
to accept the Superintendent’s recommendation for the administrative transfer
of Connie Farish from Principal/Hallmark to Principal/Scenic Heights, effective
July 1, 2004, was approved 4 to 0, with Mr. Clark absent for vote.

COMMITTEE/DEPARTMENTAL REPORTS
1.
Stellar Employee Recognition
Mrs. Peggy Pilcher, Coordinator of Volunteer and Business Partnerships,
and Mr. Doug Zepp, representative of
Members First Credit Union announced that Ms. Debra Odom, School Bus Operator,
was the Stellar Employee of the Year (2003-2004 School Year). Ms. Odom received a plaque from the School
District and a check in the amount of $500 donated by Members First Credit
Union.
2.
PTA Presentation
Ms. Debbie King, President, Escambia County Council PTA
(ECCPTA), gave a brief update of the recent and upcoming activities of the PTA
and expressed her appreciation to the Board and the Superintendent for their
support.
ADD 3. “Project Impact 100” (Northwest Florida Blood Center) – Resolution
The Superintendent read the
following resolution:
WHEREAS, a need for volunteers to donate blood
continues to be critical in our community; and
WHEREAS, the number of new blood donors continues
to decrease; and
WHEREAS, the Northwest Florida Blood Center continues
to lose eligible donors because of new federal guidelines; and
WHEREAS, there is a need to educate young children about the
importance of blood donations as it promotes self awareness, community service,
and knowledge about disease.
NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia
County, Florida endorses the grant application of the Northwest Florida Blood
Center for “Project Impact 100.”
Motion was made by Ms. Finkelstein, seconded by Mr.
Bergosh, to adopt the “Project Impact 100” (Northwest Florida Blood Center)
resolution. Dr. DeWitt advised that he
would abstain from voting on this item and had filed a Memorandum of Voting
Conflict Form. Motion was approved 3 to
0, with Dr. DeWitt abstaining from vote and Mr. Clark absent for vote.

requested to address the Board concerning those items). [*NOTE: Mr. Bergosh filed a Memorandum of Voting Conflict Form for Item V.A.18,

seconded by Mr. Bergosh, the Consent Agenda, except for items pulled, was

K-12 Foreign Language Program
Dr. DeWitt moved the
approval of the “K-12 Foreign Language Program” (as submitted), with the addition of the following proposal (as outlined in a handout that he provided at
the table):
1. The district provides a foreign to elementary students in at least 5 selected schools in the district
2. The district provides qualified
teachers to teach these courses for at least 4 days a week.
3. These
programs can be provided either during school or after school based on
individual schools ability to include in the regular day or for after
school-extended day.
4. The program be fully voluntary
for students and that K-3 be the first priority in establishing a class.
6.
The district will not provide
any transportation to accommodate this program, if provided after school,
unless it is considered part of the NCLB requirements to provide supplemental
academic services and transportation is required.
Ms. Finkelstein seconded the motion for discussion purposes. Dr. DeWitt indicated that his proposal was
“based on imperical research that a foreign language should be taught at the
earliest age possible in order for the ease at which it is learned and the
ability to retain, and that there is a high correlation between learning a
foreign language and the positive effect that it has on a child’s ability to
learn to read in English.” He believed
that it was “critical that the District move into this direction as soon
possible.” Motion was approved 4 to 0,
with Mr. Clark absent for vote.

The Superintendent advised that he wished to amend his
recommendation on this item as follows: Recommend
that the Board approve the “Charter Agreement between the School Board of
Escambia County, Florida and Escambia Charter School, Inc.”(five-year renewal)
pending the outcome of legal proceedings that the charter school was currently
involved in.
Motion was made by Dr. DeWitt to “approve the Superintendent’s
recommendation for purposes of discussion.”
Mr. Bergosh seconded the motion for discussion purposes. Upon inquiry by Mr. Bergosh, Mrs. Odom
briefly reviewed the causes for nonrenewal or termination of a charter, as
outlined in Florida Statute 1002.33(8)(a).
Motion was approved 4 to 0, with Mr. Clark absent for vote.
ADD 59. FLEX Grant
2004-2005
Motion was made by Dr. DeWitt, seconded by Mrs. Stidham, to
approve the “FLEX Grant 2004-2005” for discussion purposes. Dr. DeWitt referred to the “Budget Narrative
Form” (provided in the backup documentation)
which included a $200,000 line item for “Consultants
for staff development for 2004-05.”
Mrs. Shereè Cagle, Director of Comprehensive Planning, explained that
the $200,000 consisted of $100,000 in staff development for Algebra for All and $100,000 in staff
development for other curriculum areas.
Motion was approved 4 to 0, with Mr. Clark absent for vote.

Motion by Dr. DeWitt, seconded by Mr. Bergosh, to accept the
Superintendent’s recommendations for student expulsions, Items 1 through 18,
with Item 5 requesting a formal hearing, was approved 4 to 0, with Mr. Clark
absent for vote.
AMENDED (1) Recommend
that the previous recommendation for expulsion of student number 04-22-951 for
the remainder of the 2003-2004 school year and all of the 2004-2005 school year
be rescinded and that the student be allowed to return to regular school
enrollment for the 2004-2005 school year.
AMENDED (2) Recommend
that, consistent with the decision of the formal hearing officer, student
number 04-194-951 be adopted as the order of the Escambia County School Board
and that the student be expelled from the public schools of Escambia County for
the remainder of the 2003-2004 school year and remain in alternative
education placement. with the
option to enroll, if qualified and if space is available, in an alternative
educational program exclusive of regular school placement. Placement to be at the discretion of the
Superintendent and to be available during the full expulsion time frame.
