MINUTES, OCTOBER 18, 2005
The School Board of Escambia County, Florida, convened in Regular Meeting at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Dr. Alan Scott gave the invocation and Mrs. Cary Stidham led the Pledge of Allegiance to the United States of America.

I. CALL TO ORDER/ADOPTION OF AGENDA
Mr. Bergosh called the Regular Meeting to order at 5:42 p.m. The Superintendent listed the additions, deletions, corrections and amendments to the agenda. (see margin notes) On motion made by Mrs. Stidham, seconded by Dr. Glover, adoption of the agenda (as amended), was approved unanimously.
II. PROPOSED ADDITIONS OR REVISIONS TO SCHOOL DISTRICT RULES

A. Permission to Adopt
1. Notice of Intent to Adopt Amendment to School District Rule 3.07(18) - Policy for Creating
Medical Guidelines for the School Board of Escambia County, Florida
Motion was made by Dr. Glover, seconded by Mr. Gindl, to adopt amendment to School District Rule 3.07(18) – Policy for Creating Medical Guidelines for the School Board of Escambia County, Florida. Mr. Bergosh called for public hearing; however, there were no speakers. Motion was approved unanimously.
2. Notice of Intent to Adopt Amendment to School District Rule 2.06(3) – Other Contractual Personnel
Motion was made by Mr. Gindl, seconded by Dr. Glover, to adopt amendment to School District Rule 2.06(3) – Other Contractual Personnel. Mr. Bergosh called for public hearing; however, there were no speakers. Motion was approved unanimously.
3. Notice of Intent to Adopt Amendment to School District Rule 1.07(2) – Audit Committee
Motion was made by Mrs. Stidham, seconded by Dr. Glover, to adopt amendment to School District Rule 1.07(2) – Audit Committee. Mr. Bergosh called for public hearing; however, there were no speakers. Motion was approved unanimously.
B. Permission to Advertise
AMENDED 1. Notice of Intent to Advertise Amendments to School District Rules 6Gx17 – 2.14(8)(a) - Leaves of Absence; 2.17(4) – Terminal Pay; and 2.25(3), (5)(a) – Sick Leave Pool
Motion was made by Mr. Gindl, seconded by Dr. Glover, to advertise amendments to School District Rules 6Gx17 – 2.14(8)(a) – Leaves of Absence; 2.17(4) – Terminal Pay; and 2.25(3), (5)(a) – Sick Leave Pool, was approved unanimously.

Motion by Dr. Glover, seconded by Mrs. Hightower, to approve the minutes as listed (Item 1, Item 2, and Item 4), was unanimous.
IV. COMMITTEE/DEPARTMENTAL REPORTS
1. PTA Presentation
Ms. Dawn Johnson, representative of the Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA.
2. Stellar Employee Recognition
The Superintendent announced that Mr. David Bryant, Internal Auditor, was the Stellar Employee for the month of October. Mr. Bryant received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.
3. Presentation to Red Cross
In the immediate aftermath of Hurricane Katrina the American Red Cross sent out a national plea solely for monetary donations for relief efforts. The following schools answered that call to the tune of $21,638.62: Bellview Elementary; Bellview Middle; Beulah Elementary; Brentwood Elementary; Brownsville Middle; Cordova Park Elementary; Edgewater Elementary; Ensley Elementary; Escambia High; Ferry Pass Elementary; ESEAL; Hallmark Elementary; Holm Elementary; Oakcrest Elementary; Pleasant Grove Elementary; Scenic Heights Elementary; Suter Elementary; Weis Elementary; West Florida High School of Advanced Technology; West Pensacola Elementary.
The Superintendent and Chairman Bergosh presented a ceremonial check in the amount of $21,638.62 to representatives from the local chapter of the American Red Cross.
4. American Education Week – Resolution
The Superintendent read the following resolution:
WHEREAS, public schools are the backbone of our democracy, providing young people with the tools they need to maintain our nation’s precious values of freedom, civility and equality; and
WHEREAS, by equipping young Americans with both practical skills and broader intellectual abilities, schools give them hope for, and access to, a productive and successful future; and
WHEREAS, education employees, be they teachers or custodians, bus operators or media specialists, guidance counselors or paraprofessionals, food service workers or coaches, curriculum coordinators or maintenance employees, clerical support personnel or administrators, work tirelessly to serve our children and communities with care and professionalism; and
WHEREAS, schools are community linchpins, bringing together adults and children, educators and volunteers, business and labor leaders, community and civic organizations, and elected officials in a common enterprise;
NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby proclaim the week of November 13-19 as
AMERICAN EDUCATION WEEK
BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Gail Husbands, President of the Escambia Education Association.
Motion by Mr. Gindl, seconded by Mrs. Stidham, to approve a resolution for “American Education Week,” was unanimous.

Motion by Mrs. Stidham, seconded by Dr. Glover, to approve Albert J. Bender to serve as Board Member for the Foundation for Excellence in Education for the term of August 23, 2005 through June 30, 2007, was unanimous.

Motion by Mrs. Stidham, seconded by Dr. Glover, to accept the Superintendent’s recommendations for student expulsions Items 1 through 21 (with Item 4, Item 10, Item 17, Item 18, Item 20, and Item 21 requesting a formal hearing), was approved unanimously.

Recommend that, consistent with the decision of the due process committee, student number 06-41-301 be expelled from all public schools of Escambia County for the remainder of the 2005-2006 school year and all of the 2006-2007 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
