MINUTES, FEBRUARY 15, 2005
The School Board of Escambia County, Florida, convened in Regular Meeting at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Mr. Clark gave the invocation and Mr. Bergosh led the pledge of allegiance. The Trebleaires choral group from Pine Forest High School performed “The Star Spangled Banner.”

I. CALL TO ORDER/ADOPTION OF AGENDA
Mr. Bergosh called the Regular Meeting to order at 6:00 p.m. The Superintendent listed the additions, deletions, amendments and corrections to the agenda. (see margin notes) On motion made by Mr. Clark, seconded by Mrs. Stidham, adoption of the agenda (as amended), was approved unanimously.

THE FOLLOWING ITEM WAS MOVED FORWARD: Administrative Appointment(s) [Item VII.B.1]
Motion by Mrs. Stidham, seconded by Mr. Gindl, to accept the Superintendent’s recommendation for the administrative appointment of Ruth Forrester, from Assistant Elementary Principal/Holm Elementary School, to Administrator on Special Assignment-Overage Middle School Initiative, effective January 24, 2005, was approved unanimously.
Motion by Mrs. Stidham, seconded by Mrs. Hightower, to accept the Superintendent’s recommendation for the administrative appointment of Sheila Montgomery, from Dean/Escambia High School, to Subject Area Specialist/Mathematics, effective January 24, 2005, was approved unanimously.
III. APPROVAL OF MINUTES

Motion by Mrs. Hightower, seconded by Mr. Gindl, to approve the minutes as listed (Items 1-2), was approved unanimously.
IV. COMMITTEE/DEPARTMENTAL REPORTS
1. Stellar Employee Recognition
The Superintendent announced that Mrs. Evette Smith, Teacher Aide at West Pensacola Elementary School, was the Stellar Employee for the month of February. Mrs. Smith received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.
2. PTA Presentation
Ms. Dawn Johnson, representative of the Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA.
3. Recognition of DOE Region I Outstanding Volunteers
The following individuals were recognized for being chosen as “outstanding volunteers” by the Florida Department of Education (FDOE):
Senior Division - Mr. Bob Woodard, mentor at Ensley Elementary School
Adult Division - Mrs. Teresa Wrisley, volunteer at Ferry Pass Elementary School
Youth Division - Miss Jessica Stein, volunteer at Blue Angels Elementary School
The Superintendent announced that Mr. Bob Woodard and Miss Jessica Stein were also chosen to the be the State Region 1 “outstanding volunteers” for the senior and youth divisions.
4. “Living Well in the Escambia County Schools Month” – Resolution
The Superintendent read the following resolution into the record:
WHEREAS, the health and well-being of students and employees are vitally important to the school district; and
WHEREAS, the physical well-being of students has a direct impact on their ability to achieve academically; and
WHEREAS, the key finding in many recent government reports is that people of all ages can improve the quality of their lives through a lifelong practice of healthy nutrition and physical activity; and
WHEREAS, the mission of the Physical Education, Health, and Wellness Programs in the schools is to promote highest student achievement and a lifelong commitment to wellness through a healthy and physically active lifestyle;
NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby recognize the month of April, 2005, as
LIVING WELL IN ESCAMBIA COUNTY SCHOOLS MONTH
and Friday, April 1, 2005, as
FIT TO ACHIEVE DAY
and Saturday, April 16, 2005, as
“WALK FOR WELLNESS AND PUBLIC HEALTH AWARENESS DAY”
and encourages all schools to join the Department of Physical Education, Health, Wellness, Driver Education and Athletics, the Escambia Physical Education Association, and the Escambia County Health Department to promote the concepts of “Living Well” to students and employees during the month of April, to provide students and employees with 15 minutes of physical activity on April 1st, and to encourage students and employees to participate in the Walk for Wellness and Public Health Awareness Day on April 16th, thus calling attention to the importance of Physical Education, Health and Wellness Programs in our schools.
BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Kevin Menser, President of the Escambia Physical Education Association and to each Escambia County, Florida public school and appropriate school district personnel.
Motion by Mrs. Stidham, seconded by Mr. Gindl, adoption of a resolution for “Living Well in the Escambia County Schools Month,” was approved unanimously.

9. Request approval to adopt the Student Calendar for 2005-06 School Year.
Motion was made by Mr. Clark, seconded by Mrs. Stidham, to adopt the 2005-06 Student Calendar (as outlined in the backup documentation), but with a start date of August 9th instead of August 2nd. Mrs. Stidham noted that she had received complaints from citizens who were “unhappy with the calendar” due to the August 2nd start date, and therefore, she could not support the adoption of the calendar as presented. She was however, concerned that she had heard from only a “minority of people” on that issue and therefore, suggested that in future, public hearings be held in an effort to solicit input from additional citizens. Mrs. Hightower also had received complaints regarding the August 2nd start date, but she had explained to those citizens that due to numerous restrictions regarding student testing and employee contractual issues, there were limits as to what could and could not be done with the calendar. She believed that staff had done their best to develop the most educationally sound calendar in spite of those restrictions. All Board Members agreed that in the future, public hearings should be held to solicit input.
The Board recognized the following speakers, who expressed their concerns regarding various aspects of the proposed student calendar for 2005-06: Arlene Costello, Sheila Romaine, Randy Werre, Madonna Jackson-Williams, Jim Massey, and Kathy Breakall and Ellen Lawrence.
Motion to adopt the 2005-06 Student Calendar (as outlined in the backup documentation), but with a start date of August 9th instead of August 2nd, failed 3 to 2, with Mr. Bergosh, Mrs. Hightower, and Mr. Clark voting “No.”
Motion was made by Mrs. Hightower, seconded by Mr. Gindl, to accept the 2005-06 Student Calendar as presented.
A motion was then made by Mrs. Stidham, seconded by Mr. Clark, to amend the motion on the floor, to include a request that the Superintendent develop a plan for soliciting public input public input on future Student Calendar proposals and that plan be presented to the Board by the June Regular Meeting. Amendment was approved unanimously.
A motion was then made by Mrs. Stidham, seconded by Mrs. Hightower, to further amend the motion on the floor, to include a request that the next Student Calendar proposal cover two school years (as opposed to one). Amendment was approved unanimously.
Motion to adopt the 2005-06 Student Calendar as presented; to request that the Superintendent develop a plan for soliciting public input on future Student Calendar proposals and that plan be presented to the Board by the June Regular Meeting; and to request that the next Student Calendar proposal cover two school years (as opposed to one), was approved unanimously.

1. Recommend that, consistent with the decision of the formal hearing officer, student number 05-60-671 not be expelled from the public schools of the Escambia County School District.
2. Recommend that, consistent with the decision of the due process committee, student number 05-84-601 student be expelled from the public schools of Escambia County for the remainder of the 2004-2005 school year and all of the 2005-2006 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

VIII. ADJOURNMENT
Prior to adjournment, Mr. Clark announced his resignation (effective March 11, 2005) from serving as School Board Member, District III. He expressed his gratitude for having the opportunity to serve the citizens as a School Board representative and for the opportunity to serve alongside his fellow Board Members. On behalf of the Board, Mr. Bergosh presented a plaque to Mr. Clark in appreciation for his services as a School Board Member.
