The School Board of Escambia County, Florida, convened in Regular Meeting at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Mr. Bergosh called the Regular Meeting to order at 5:55 p.m. The Superintendent listed the additions, deletions, amendments and corrections to the agenda. (see margin notes) On motion made by Mrs. Hightower, seconded by Mr. Gindl, adoption of the agenda (as amended), was approved unanimously.

Motion by Mrs. Hightower, seconded by Mr. Gindl, to accept the Superintendent’s recommendation for the administrative appointment of Brian Alaback, from Technical Coordinator/Blue Angels Elementary School, to Assistant Elementary Principal/Holm Elementary School, effective March 14, 2005, was approved unanimously.

1. Stellar Employee Recognition
The Superintendent announced that Mr. Ben Encinias, Counselor at Hallmark Elementary School, was the Stellar Employee for the month of March. Mr. Encinias received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.

5. Commissioner’s Business Recognition Award Recipients
St. Luke United Methodist Church, was recognized as an “outstanding business partner” for their service to Ensley Elementary School and the District in support of education and student learning.
BellSouth Telecommunications, Inc., was recognized as an “outstanding business partner” for their service to Weis Elementary School and the District in support of education and student learning
6. Florida Council of Instructional Technology Leaders (FCITL) “Innovative Principal of the Year” Award
Ms. Susan Berry, principal of Escambia Westgate Center, was recognized for being selected as one of four finalists for the innovative principal of the year award by the Florida Council of Instructional Technology.
7. Juvenile Justice Week – Resolution
The Superintendent read the following resolution:
WHEREAS, the Florida Department of Juvenile Justice supports a balanced approach to juvenile justice and is committed to protecting Florida’s citizens; responding to victims of juvenile crime; preventing juvenile crime and diverting youth from a life of crime; meeting the treatment needs of juvenile offenders; and returning youth to their communities as productive citizens; and
WHEREAS, the Department’s targeted services, coupled with appropriate consequences, accountability and treatment for juveniles who commit serious crimes, have resulted in significant reductions in juvenile crime; and
WHEREAS, law enforcement, the courts, program providers, local boards and councils, schools, volunteers, parents, and other juvenile justice partners, work tirelessly with young offenders, leading to declining juvenile crime rates; and
WHEREAS, juvenile justice programs have helped juvenile offenders stay crime free, leading to fewer crimes and more saved lives; and
WHEREAS, the Escambia County School District is commemorating its eleventh year of collaborating with the Department of Juvenile Justice service to the citizens of Florida, the District has adopted and proclaimed Restorative Justice - Rebuilding Lives, Restoring Communities to be the theme for Juvenile Justice Week 2005;
NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby proclaim the week of March 20 – 26, 2005 as
JUVENILE JUSTICE WEEK
and calls upon families, schools, religious and civic organizations, businesses and communities to become our partners in preventing juvenile crime.
Motion by Mrs. Stidham, seconded by Mrs. Hightower, to adopt a resolution for Juvenile Justice Week, was approved unanimously.

Motion was made by Mrs. Hightower, seconded by Mr. Gindl, to approve “Textbook Adoptions.” At the request of Mrs. Hightower, Dr. Paula Gleason, Coordinator of Media Services, gave a brief overview of the District’s textbook selection process.
The Board recognized Sheila Romaine, who posed questions regarding the funding allocation associated with textbook adoptions. Dr. Gleason responded to her inquiries.

Motion by Mrs. Gindl, seconded by Mrs. Hightower, to accept the Superintendent’s recommendations for student expulsions, Items 1 through 23 (with Items 6, 9, 13 and 23 requesting a formal hearing), was approved unanimously.

Recommend that, consistent with the decision of the formal hearing officer, student number 05-78-1251 be expelled from the public schools of the Escambia County School District for the remainder of the 2004-2005 school year and all of the 2005-2006 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
2. Recommend that, consistent with the decision of the due process committee, student number 05-89-211 student be expelled from the public schools of Escambia County for the remainder of the 2004-2005 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.
