The School Board of Escambia County, Florida, convened in Regular Meeting at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Mr. Bergosh called the Regular Meeting to order at 5:40 p.m. The Superintendent listed the additions, deletions, corrections and amendments to the agenda. (see margin notes) On motion made by Mrs. Stidham, seconded by Dr. Glover, adoption of the agenda (as amended), was approved 4 to 0, with Mr. Gindl absent for vote
II. PROPOSED ADDITIONS OR REVISIONS TO SCHOOL DISTRICT RULES

A. Permission to Adopt
1. Notice of Intent to Adopt “Lacey A. Collier Sensory Complex” as the name of the new sensory building at Escambia Westgate Center
Motion was made by Mrs. Hightower, seconded by Dr. Glover, to adopt “Lacey A. Collier Sensory Complex” as the name of the new sensory building at Escambia Westgate Center. Mr. Bergosh called for public hearing; however, there were no speakers. Motion was approved 4 to 0, with Mr. Gindl absent for vote.
AMENDED 2. Notice of Intent to Adopt Revisions to School District Chapter 7
Motion was made by Dr. Glover, seconded by Mrs. Stidham, to adopt Revisions to School District Chapter 7. Mr. Bergosh called for public hearing; however, there were no speakers. Motion was approved 4 to 0, with Mr. Gindl absent for vote.
3. Notice of Intent to Adopt Amendment to School District Rule 6Gx17- 2.04(3)(c) – Recruitment and Selection of Personnel, Position Advertising
Motion was made by Mrs. Hightower, seconded by Dr. Glover, to adopt amendment to School District Rule 6Gx17- 2.04(3)(c) – Recruitment and Selection of Personnel, Position Advertising. Mr. Bergosh called for public hearing; however, there were no speakers. Motion was approved 3 to 1, with Mrs. Stidham voting “No” and Mr. Gindl absent for vote.

Motion by Dr. Glover, seconded by Mrs. Stidham, to advertise amendment to School District Rule 3.07(18) - Policy for Creating Medical Guidelines for the School Board of Escambia County, Florida, was approved 4 to 0, with Mr. Gindl absent for vote.
2. Notice of Intent to Advertise Amendment to School District Rule 2.06(3) – Other Contractual Personnel
Motion by Mrs. Hightower, seconded by Dr. Glover, to advertise amendment to School District Rule 2.06(3) – Other Contractual Personnel, was approved 4 to 0, with Mr. Gindl absent for vote.
3. Notice of Intent to Advertise Amendment to School District Rule 1.07(2) – Audit Committee
Motion by Mrs. Hightower, seconded by Mrs. Stidham, to advertise amendment to School District Rule 1.07(2) – Audit Committee, was approved 4 to 0, with Mr. Gindl absent for vote.

Motion was made by Dr. Glover, seconded by Mrs. Hightower, to approve the minutes as listed Items 1 through 5. Due to questions regarding Item 5, Dr. Glover withdrew the motion and Mrs. Hightower withdrew the second.
Motion by Dr. Glover, seconded by Mrs. Stidham, to approve the minutes as listed for Items 1 through 4, carried 4 to 0, with Mr. Gindl absent for vote.
Motion by Mrs. Stidham, seconded by Mrs. Hightower, to approve minutes for Item 5, which were corrected (due to a discrepancy by the State) during discussion at the September 16, 2005 Regular Workshop. Motion carried 4 to 0, with Mr. Gindl absent for vote.
IV. COMMITTEE/DEPARTMENTAL REPORTS
1. PTA Presentation
Ms. Dawn Johnson, representative of the Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA.
2. Stellar Employee Recognition
The Superintendent announced that Mr. Calvin Peoples, Supervisor of Maintenance at Woodham High School, was the Stellar Employee for the month of September. Mr. People received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.
3. American Cancer Society Presentation
Mr. Gregory Stephens, Associate Director of American Cancer Society (Gulf Coast Area), recognized the District staff for their contributions during the 2005 Relay for Life; and the following schools with the highest contributions during the 2005 Relay for Life: Jim Allen Elementary, Ransom Middle, and Longleaf Elementary.
4. Exception Student Education Week – Resolution
The Superintendent read the following resolution:
WHEREAS, throughout its long history, American education has opened the doors of opportunity for people of all backgrounds and ages; and
WHEREAS, educational programs for exceptional students, including those that have disabilities, and those who are gifted, are a significant example of the American principle that every individual be given the opportunity to contribute his or her utmost to the good of the community; and
WHEREAS, the need for further progress in the education of exceptional students is an integral part of the initiative for school improvement and accountability; and
WHEREAS, the 1,000 teachers and support personnel who are directly involved in the education of exceptional students deserve recognition for the contributions they make to students;
NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County, Florida does hereby recognize the week of October 2-8, 2005 as
EXCEPTIONAL STUDENT EDUCATION WEEK
and urges all principals, students, parents, and citizens to join in this recognition and show their appreciation.
BE IT FURTHER RESOLVED, that the School Board of Escambia County does hereby order a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Yvonne Gray, Director of Exceptional Student Education.
Motion by Mrs. Stidham, seconded by Dr. Glover, to adopt a resolution regarding “Educational Student Education Week,” was approved 4 to 0, with Mr. Gindl absent for vote.
5. Recognition of Five Star Schools
The Five Star School Award is presented annually to those schools that have shown evidence of exemplary community involvement. The following elementary and middle schools were recognized for having received Five Star School designation from the Florida Department of Education: Jim Allen Elementary; Bratt Elementary; Hellen Caro Elementary; N.B. Cook Elementary; Cordova Park Elementary; Ensley Elementary; Lipscomb Elementary; Pine Meadow Elementary; Pleasant Grove Elementary; Scenic Heights Elementary; Sherwood Elementary; Suter Elementary; Workman Middle; and Warrington Elementary.
V. CONSENT AGENDA
Board Members pulled the following items from the Consent Agenda for separate vote: Item V.B.6 and Item V.B.8 by Mrs. Stidham; Item V.C.1.f.10 by Mrs. Hightower; and Item V.D.20 by Mrs. Hightower. On motion by Mrs. Stidham and second by Dr. Glover, the Consent Agenda, except for items pulled, was approved 4 to 0, with Mr. Gindl absent for vote.

Recommend that, consistent with the decision of the due process committee, pursuant to the authority of Section 232.26(2), Florida Statutes, student number 06-33-061 be suspended from all classes of instruction on public school grounds during regular classroom hours until such time as the pending criminal charges are concluded, at which time the Superintendent will make a further recommendation regarding suspension, expulsion, or re-enrollment of this student. The indefinite suspension provided herein shall not affect the delivery of educational services to the pupil, and the pupil should immediately enroll in a day-time alternative educational program.
26. Recommend that, consistent with the decision of the due process committee, student number 06-34-411 be expelled from all public schools of Escambia County for the remainder of the 2004-2005 school year and all of the 2005-2006 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
27. Recommend that, consistent with the decision of the due process committee, student number 06-35-1221 be expelled from all public schools of Escambia County for the remainder of the 2005-2006 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
28. Recommend that, consistent with the decision of the due process committee, student number 06-36-221 be expelled from all public schools of Escambia County for the remainder of the 2005-2006 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
29. Recommend that, consistent with the decision of the due process committee, student number 06-37-061 be expelled from all public schools of Escambia County for the remainder of the 2005-2006 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
30. Recommend that, consistent with the decision of the due process committee, student number 06-38-951 be expelled from all public schools of Escambia County for the remainder of the 2005-2006 school year and all of the 2006-2007 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
31. Recommend that, consistent with the decision of the due process committee, student number 06-39-281 be expelled from all public schools of Escambia County for the remainder of the 2005-2006 school year with the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
Motion by Dr. Glover, seconded by Mrs. Stidham, to accept the Superintendent’s recommendation that employee #718907 be terminated effective Wednesday, September 21, 2005 based on misconduct as more specifically identified in the notice letter to employee, was approved 4 to 0, with Mr. Gindl absent for vote.
