MINUTES, AUGUST 20, 2002

 

The School Board of Escambia County, Florida, convened in Public Forum at 6:00 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Dr. DeWitt called the Regular Meeting to order at 6:05 p.m.

The Superintendent listed the additions, deletions, amendments and corrections to the agenda. (see margin notes) On motion made by Dr. Jenkins and seconded by Mr. Bergosh, adoption of the agenda as amended, was unanimously approved.

Motion made by Ms. Finkelstein, seconded by Dr. Jenkins, to approve the minutes for the July 15, 2002 Special Meeting [Item 3], July 15, 2002 Special Meeting (Executive Session) [Item 4], July 16, 2002 Regular Meeting [Item 6], July 24, 2002 Special [Item 7], and the July 30, 2002 Special Meeting [Item 8], was unanimous.

 

IV.  COMMITTEE/DEPARTMENTAL REPORTS

1. Stellar Employee Recognition

Ms. Carol Green, President and Chief Executive Officer (CEO) Members First Credit Union, announced that Ms. Judy Miller, Parent Involvement Coordinator for Ensley Elementary School was the Stellar Employee of the Year (2001-2002 School Year).  Ms. Miller received a check in the amount of $500 donated by Members First Credit Union.

 

2.   PTA Presentation

(Resolution regarding PTA Membership Enrollment Month)

The Superintendent read the following resolution:

 

RESOLUTION

WHEREAS, the Parent Teacher Association (PTA) was organized more than one hundred years ago to promote the welfare of children and youth and to serve as an advocate for education, health and safety in the school environment; and

WHEREAS, the PTA has utilized volunteer resources to secure adequate laws for the care and protection of children and youth, and to bring about cooperation between parents and teachers to develop excellence in education; and

 

WHEREAS, in Escambia County, PTA volunteers have accomplished many tasks which have enhanced the school environment and helped facilitate achieving the highest goals possible for the educational system; and

 

WHEREAS, September has been designated as a time to seek out and enroll new members in local PTA units to support the PTA mission and objects and to assist in the many activities and programs of the PTA;

 

NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby recognize the month of September as

 

PTA MEMBERSHIP ENROLLMENT MONTH

 

BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Karen Pope, President of the Escambia County Council of PTAs and the PTA President of each Escambia County, Florida public school.

 

Motion by Dr. Jenkins, seconded by Ms. Finkelstein, to approve the resolution for PTA Membership Enrollment Month, was approved unanimously.

Ms. Karen Pope, President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA and expressed her appreciation to the Board and the Superintendent for their support.

 

3.  Citizens Advisory Committee (CAC) for Finance – Gary Bergosh

Mr. Bergosh stated that the committee had discussed items relating to “finance” and “purchasing” that were pending for this meeting and had reviewed the 2002-2003 Proposed Budget. 

 

4.  Quarterly Report from the One-Half Cent Sales Tax Watchdog Committee

(Supplementary Minute Book, Exhibit “B”)

Ms. Sharon Goshorn, Chairperson for the One-Half Cent Sales Tax Watchdog Committee, gave a brief review of the committee’s Quarterly Report.

The following items were pulled from the Consent Agenda for separate vote: Item V.B.9.a and V.B.9.b for public hearing; and Item V.D.43 by Dr. DeWitt.  On motion by Ms. Finkelstein and second by Dr. Jenkins, the Consent Agenda, except for items pulled, was unanimously approved.

AMENDED b)  Adoption of a Resolution approving and authorizing the execution and delivery of a first amendment to Series 1996 Ground Lease Agreement, a First Amendment to Series 1992 Supplemental Trust Agreement, a First Amendment to Series 1996 Assignment Agreement, and a First Amendment to 1996-2 Lease Schedule to the Master Lease-Purchase Agreement.

 

Motion was made by Ms. Finkelstein, seconded by Dr. Jenkins, to adopt a “resolution approving and authorizing the execution and delivery of a first amendment to Series 1996 Ground Lease Agreement, a First Amendment to Series 1992 Supplemental Trust Agreement, a First Amendment to Series 1996 Assignment Agreement, and a First Amendment to 1996-2 Lease Schedule to the Master Lease-Purchase Agreement”(as amended).  Dr. DeWitt called for public hearing, however, there were no speakers.  Motion was unanimously approved.

C.    ITEMS FROM THE SUPERINTENDENT

(Supplementary Minute Book, Exhibit “K”)  

1.    Student Recommendations

Motion by Mrs. Stidham, seconded by Dr. Jenkins, to approve the Superintendent’s recommendations for student expulsions, Items 1 through 11, was unanimous.

 (1) Recommend that the previous recommendation for expulsion of student number 02-47-951 for the remainder of the 2001-2002 school year and all of the 2002-2003 school year be rescinded and that the student be allowed to return to regular school enrollment for the 2002-2003 school year.

(2) Recommend that the previous recommendation for expulsion of student number 02-167-601 for the remainder of the 2001-2002 school year and all of the 2002-2003 school year be rescinded and that the student be allowed to return to regular school enrollment for the 2002-2003 school year.

(3) Recommend that the indefinite suspension of student number 02-179-411 be terminated in consideration of the Court having found the student to be delinquent.  It is further recommend that student number 02-179-411 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year with the option to continue in alternative placement.

CORRECTED     (4)     Recommend that, consistent with the decision of the formal hearing officer, student number 02-187-521 be expelled from all public schools of Escambia County for the remainder of the 2000-2001 2001-2002 school year.

(5) Recommend that, consistent with the decision of the due process committee, student number 02-192-221 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(6)Recommend that, consistent with the decision of the due process committee, student number 02-195-601 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.  This recommendation is pending ESE testing.

(7)    Recommend that, consistent with the decision of the due process committee, student number 02-196-281 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(8) Recommend that, consistent with the decision of the due process committee, student number 02-197-281 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and first semester of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(9) Recommend that, consistent with the decision of the due process committee, student number 02-199-951 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(10)   Recommend that, consistent with the decision of the due process committee, student number 02-201-591 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

On motion by Ms. Finkelstein, seconded by Mrs. Stidham, the Superintendent’s recommendation for the Administrative Appointment of Pam Mathis, from Assistant Principal/Northview High, to Principal/Ernest Ward Middle, effective July 22, 2002, was unanimously approved.

 

On motion by Dr. Jenkins, seconded by Ms. Finkelstein, the Superintendent’s recommendation for the Administrative Appointment of Christine Nixon, from Education Resource Teacher (ERT)/Warrington Elementary, to Assistant Principal/Bailey Middle, effective July 29, 2002, was unanimously approved.

 

4.   Request Approval for New Board Members for the Foundation for Excellence in Education

 Motion by Dr. Jenkins, seconded by Mrs. Stidham, to approve the Superintendent’s recommendation for two new Board Members for the Foundation for Excellence in Education (for the July 1, 2002 through June 30, 2005 term), Ms. Laverne Baker and Ms. Brantlee Vinson, was unanimously approved.

 

ADD  5.  Policy for Acceptable Materials for Use in School Public Performances (Draft Proposal)

 At the request of the Superintendent, the Board collectively agreed to provide the Superintendent with their recommendations regarding the “Policy for Acceptable Materials for Use in School Public Performances,” prior to the September Regular Meeting.

 

ADD     6.   eAgenda

 The Superintendent stated that he would present his recommendation regarding the eAgenda at the October Regular Meeting.  He noted that in the meantime, staff would continue to evaluate all options regarding this issue.
