The School Board of Escambia County, Florida, convened in Public Forum at 6:00 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

IV. COMMITTEE/DEPARTMENTAL REPORTS
1. Stellar Employee Recognition
Ms. Carol Green, President and Chief Executive Officer (CEO) Members First Credit Union, announced that Ms. Judy Miller, Parent Involvement Coordinator for Ensley Elementary School was the Stellar Employee of the Year (2001-2002 School Year). Ms. Miller received a check in the amount of $500 donated by Members First Credit Union.
2. PTA Presentation
(Resolution regarding PTA Membership Enrollment Month)
The Superintendent read the following resolution:
RESOLUTION
WHEREAS, the Parent Teacher Association (PTA) was organized more than one hundred years ago to promote the welfare of children and youth and to serve as an advocate for education, health and safety in the school environment; and
WHEREAS, the PTA has utilized volunteer resources to secure adequate laws for the care and protection of children and youth, and to bring about cooperation between parents and teachers to develop excellence in education; and
WHEREAS, in Escambia County, PTA volunteers have accomplished many tasks which have enhanced the school environment and helped facilitate achieving the highest goals possible for the educational system; and
WHEREAS, September has been designated as a time to seek out and enroll new members in local PTA units to support the PTA mission and objects and to assist in the many activities and programs of the PTA;
NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby recognize the month of September as
PTA MEMBERSHIP ENROLLMENT MONTH
BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Karen Pope, President of the Escambia County Council of PTAs and the PTA President of each Escambia County, Florida public school.
Motion by Dr. Jenkins, seconded by Ms. Finkelstein, to approve the resolution for PTA Membership Enrollment Month, was approved unanimously.
Ms. Karen Pope, President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA and expressed her appreciation to the Board and the Superintendent for their support.
3. Citizens Advisory Committee (CAC) for Finance Gary Bergosh
Mr. Bergosh stated that the committee had discussed items relating to finance and purchasing that were pending for this meeting and had reviewed the 2002-2003 Proposed Budget.
4. Quarterly Report from the One-Half Cent Sales Tax Watchdog Committee
(Supplementary Minute Book, Exhibit B)
Ms. Sharon Goshorn, Chairperson for the One-Half Cent Sales Tax Watchdog Committee, gave a brief review of the committees Quarterly Report.

1. Student Recommendations
Motion by Mrs. Stidham, seconded by Dr. Jenkins, to approve the Superintendents recommendations for student expulsions, Items 1 through 11, was unanimous.
(1) Recommend that the previous recommendation for expulsion of student number 02-47-951 for the remainder of the 2001-2002 school year and all of the 2002-2003 school year be rescinded and that the student be allowed to return to regular school enrollment for the 2002-2003 school year.
(2) Recommend that the previous recommendation for expulsion of student number 02-167-601 for the remainder of the 2001-2002 school year and all of the 2002-2003 school year be rescinded and that the student be allowed to return to regular school enrollment for the 2002-2003 school year.
(3) Recommend that the indefinite suspension of student number 02-179-411 be terminated in consideration of the Court having found the student to be delinquent. It is further recommend that student number 02-179-411 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year with the option to continue in alternative placement.

(6)Recommend that, consistent with the decision of the due process committee, student number 02-195-601 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame. This recommendation is pending ESE testing.
(7) Recommend that, consistent with the decision of the due process committee, student number 02-196-281 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
(8) Recommend that, consistent with the decision of the due process committee, student number 02-197-281 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and first semester of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
(9) Recommend that, consistent with the decision of the due process committee, student number 02-199-951 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement. Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.
