MINUTES, SEPTEMBER 17, 2002

 

The School Board of Escambia County, Florida, convened in Public Forum at 6:00 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

*Dr. DeWitt suggested that Ms. Freeman consult with Mr. Ted Kirchharr, Assistant Superintendent for Operations, regarding her concerns about the landfill behind Wedgewood Middle School.

 

**Mr. Negron advised Ms. Rankin to discuss her concerns with the Superintendent.  He explained that “employees have certain contractual rights, which can not come before the Board.”

 

I.   CALL TO ORDER

 

Dr. DeWitt called the meeting to order at 7:00 p.m.

 

II.    ADOPTION OF AGENDA

 The Superintendent listed the additions, deletions, amendments and corrections to the agenda. (see margin notes)  On motion made by Mr. Bergosh and seconded by Ms. Finkelstein, adoption of the agenda as amended, was unanimously approved.

Motion made by Ms. Finkelstein, seconded by Dr. Jenkins, to approve the minutes as listed (Items 1 through 9), was unanimous.

 

IV.   COMMITTEE/DEPARTMENTAL REPORTS

1.  Stellar Employee Recognition

 The Superintendent announced that Mr. Thomas Ernde, Custodial Inspector and Trainer, was the Stellar Employee for the month of September.  Mr. Ernde received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.

 

2. PTA Presentation

 Ms. Karen Pope, President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA and expressed her appreciation to the Board and the Superintendent for their support.

 

3.  Citizens Advisory Committee (CAC) for Finance – Gary Bergosh

 Mr. Bergosh stated that the meeting for September was canceled, due to the illness of several committee members. 

 

4.  Citizens Advisory Committee (CAC) for Facilities – Cary Stidham

 Mrs. Stidham stated that the committee met at Escambia High School to review facility renovations that were made with funds from the ‘One-Half Cent Sales Tax’.  She further stated that the committee had discussed items relating to facilities that were pending for this meeting. 

 

5.  Citizens Advisory Committee (CAC) for Technology and Curriculum – John DeWitt and Linda Finkelstein

 Ms. Finkelstein stated that the committee had discussed items relating to curriculum that were pending for this meeting.  She further stated that the committee had also briefly discussed ‘school choice’ and criteria for magnet programs.  (NOTE: The following comments refer to an ‘Elementary Grading Policy’ that was discussed at the September 9, 2002 Special Meeting.)  She noted that the committee also discussed the ‘Elementary Grading Policy’ and questioned “what is the reason for the grade, is it incentive or to assess where a student is?”  She advised that the committee had suggested that no grade be given, but rather an ‘assessment’ that would include ‘gains’, reading level, and suggestions for improvement.

 

V.   CONSENT AGENDA

 The following items were pulled from the Consent Agenda for separate vote: Item V.C.1.d (due to a speaker who had requested to address the Board concerning the entire ‘Out-of-Field’ section); and Item V.D.7 (which was pulled by Mr. Bergosh).  On motion by Ms. Finkelstein and second by Dr. Jenkins, the Consent Agenda, except for items pulled, was unanimously approved.

d.  Out-of-Field

(NOTE: This entire section was pulled for separate vote due to a speaker who wished to address ‘Out-of-Field’.)

 

Motion was made by Mrs. Stidham, seconded by Ms. Finkelstein to approve item V.C.1.d (‘Out-of-Field’).

The Board recognized Mr. LeRoy Boyd, who questioned the ‘Out-of-Field’ requests.  Dr. Doug Garber, Director of Human Resources, explained that ‘out-of-field’ represents teachers that do not have proper certification for a particular area.  He stated that several ‘Out-of-Field’ requests were due to the inability of finding teachers certified in special education, and noted that many of those teachers agreed to return to school to acquire that certification.  He stated that other ‘Out-of-Field’ requests were due to the abundant curriculum offered at schools.  He explained that occasionally, some teachers are asked to teach courses that they are not certified in.  Because there may be only one course in a certain subject, a teacher with proper certification would not be hired to teach just that one course, but rather a teacher without proper certification, would be asked to do so.  Mr. Boyd questioned the number of teachers listed for ‘out-of-field’ noting that the District did not have “enough African-American teachers,” and questioned whether the District had “taken a look at those (African-American teachers) that do not meet the certification requirement.”

 

In response to questions posed by Mr. Boyd, Dr. Garber stated that he would provide him with a detailed information regarding the ‘Out-of-Field’ requests.  Dr. Jenkins noted that in many cases, “when a teacher is teaching out of field we look at the transcript of that teacher to see if that teacher has related training to the field that they are teaching out of.”

Motion was unanimously approved.

 Motion was made by Dr. Jenkins, seconded by Ms. Finkelstein, to adopt the ‘Notice by the School Board of Escambia County, Florida to Name the Media Center at Montclair Elementary School the Kathryn M. Evans Media Center’.  Dr. DeWitt called for public hearing, however there were no speakers.  Motion was unanimously approved.  Ms. Evans thanked the Board for what she considered to be an “overwhelming tribute.”

1.  Student Recommendations

 Motion by Mrs. Stidham, seconded by Dr. Jenkins, to approve the Superintendent’s recommendations for student expulsions, Items 1 through 8, was unanimous.

(1)   Recommend that the indefinite suspension of student number 02-01-951 be terminated and that student be expelled from the public schools of Escambia County for the remainder of the 2002-2003 school year with the option to continue in alternative placement.

AMENDED (2) Recommend that the previous recommendation for expulsion of student number 02-19-521 for the remainder of the 2001-2002 school year and all of the 2002-2003 school year be rescinded amended and that the student be allowed to return to regular school enrollment for the 2002-2003 school year.

(3) Recommend that, consistent with the decision of the formal hearing officer, student number 02-193-671, be adopted as the order of the Escambia County School Board.

(4) Recommend that, consistent with the decision of the due process committee, student number 02-203-866 be expelled from all public schools of Escambia County for the remainder of the 2001-2002 school year and all of the 2002-2003 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(5)  Recommend that, consistent with the decision of the due process committee, student number 03-03-851 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(6)    Recommend that, consistent with the decision of the due process committee, student number 03-05-951  be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(7)   Recommend that, consistent with the decision of the due process committee, student number 03-06-1221 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(8)   Recommend that, consistent with the decision of the due process committee, student number 03-11-221  be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

ADD   2.   Recommend that employee number 498110 be suspended without pay effective Wednesday, September 18, 2002, pending the outcome of a criminal investigation, adjudication of criminal charges and the district investigation into allegations of misconduct as more specifically noticed to the employee.

 Motion by Mrs. Stidham, seconded by Dr. Jenkins, to approve the Superintendent’s recommendation that employee number 498110 be suspended without pay effective Wednesday, September 18, 2002, pending the outcome of a criminal investigation, adjudication of criminal charges and the district investigation into allegations of misconduct as more specifically noticed to the employee, was unanimously approved.
