MINUTES, MARCH 18, 2003

 

The School Board of Escambia County, Florida, convened in Public Forum at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Ms. Finkelstein called the Public Forum to order at 5:30 p.m.

 

INVOCATION AND PLEDGE OF ALLEGIANCE

 

Ms. Karen Pope gave the invocation and Dr. DeWitt led the pledge of allegiance.

I. CALL TO ORDER/ADOPTION OF AGENDA

 Ms. Finkelstein called the Regular Meeting to order at 5:40 p.m.  The Superintendent listed the additions, deletions, amendments and corrections to the agenda. (see margin notes)  Mrs. Stidham requested that an item entitled “Re-Drafting of School Board Rules Regarding Non-School Use of Educational Facilities,” be added under section VII.B “Items from the Board.”  On motion made by Dr. DeWitt and seconded by Mr. Clark, adoption of the agenda as amended, was unanimously approved.

 

II.   PROPOSED ADDITIONS OR REVISIONS TO SCHOOL DISTRICT RULES

A. Permission to Adopt

 1.  Notice of Intent to Adopt “Dogwood Elementary” as the Name for the New K-8 School in Molino, Florida

Motion was made by Ms. Finkelstein, seconded by Mrs. Bergosh, to adopt “Dogwood Elementary” as the name for the new K-8 school in Molino, Florida.

The Board recognized Charles Hendrix and Cheryl Weaver, residents of the Molino and Barrineau Park communities, who appealed to the Board for the new school to have a name that reflected both communities. 

Ms. Finkelstein gave a brief review of the process and timeline used by Molino Elementary and Barrineau Park Elementary schools, in selecting a name for the new K-8 elementary school.  She stated that on October 21, 2002, flyers were placed in community meeting places and businesses, notifying the community that all stakeholders could submit names for the new K-8 school during the week of October 28, 2002 through November 1, 2002. The joint School Advisory Councils from Barrineau Park Elementary and Molino Elementary and staffs from both schools met to reduce the list of names from 89 to 3: Dogwood Elementary; Molino Park Elementary; and Countryside Elementary.  On November 13, 2002, students and staffs from both schools selected “Dogwood Elementary” as the name of the new K-8 school in Molino, Florida.  (NOTE: Dogwood Elementary received 185 votes; Molino Park Elementary received 180 votes; and Countryside Elementary received 84 votes.)  Ms. Finkelstein noted that while the students and staffs from both schools had selected “Dogwood Elementary” as the name of the new K-8 school, it was still “up to the Board to make the decision as to whether the name would be Dogwood Elementary, Molino Park Elementary or Countryside Elementary.”  She believed that Countryside Elementary could be “eliminated” for consideration, as it had only received 84 votes.  However, she noted that there had been a very narrow vote margins between Dogwood Elementary, which received 185 votes and Molino Park Elementary, which received 180 votes.  In consideration of the narrow vote margins and the desire for a name that would reflect both communities, Ms. Finkelstein offered a substitute motion to adopt “Molino Park Elementary” as the name for the new K-8 school in Molino, Florida.Dr. DeWitt seconded the substitute motion. 

The Board recognized the following speakers:

Cheryl Weaver, who re-addressed an appeal to the Board, for the new school to have a name that reflected both communities. 

Alice Woodward, Interim Principal of Barrineau Park Elementary and Molino Elementary, who reminded the Board that the students and staffs from both schools had selected “Dogwood Elementary” as the name of the new K-8 school.

Substitute motion was approved 4 to 1, with Mrs. Bergosh voting “No.”

 Motion by Mrs. Stidham, seconded by Dr. DeWitt, to approve for advertising, School District Rule 6Gx17-7.09 – Pupil Progression and Promotion – Summer School, was unanimous.

 Motion was made by Mrs. Stidham, seconded by Mrs. Bergosh, to approve for advertising, a “Notice of Intent” to name the new school combining Century Elementary School and Carver Middle School as “Carver/Century K-8 School.” Motion was unanimously approved.

Motion made by Dr. DeWitt, seconded by Mrs. Stidham, to approve the minutes for the January 21, 2003 Regular Meeting (Item 2), was unanimous.

 

IV. COMMITTEE/DEPARTMENTAL REPORTS

1.  Stellar Employee Recognition

 The Superintendent announced that Mr. Rob Ritto, Coach/Physical Education Teacher at N.B. Cook Elementary School, was the Stellar Employee for the month of March.  Mr. Ritto received a plaque and pin from the School District and a check in the amount of $100 donated by Members First Credit Union.

 

2.   PTA Presentation

 Ms. Karen Pope, President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA and expressed her appreciation to the Board and the Superintendent for their support.  

 

3. Citizens Advisory Committee (CAC) for Finance – Carissa Bergosh

 Mrs. Bergosh stated that the committee had discussed items relating to “finance” and “purchasing” that were pending for this meeting.

 

4. Citizens Advisory Committee (CAC) for Facilities – Cary Stidham

Mrs. Stidham stated that the committee had discussed “facilities” items that were pending for this meeting and issues regarding the “One-Half Cent Sales Tax Extension.” 

 

5.  Citizens Advisory Committee (CAC) for Human Resources and Minority Recruitment and Retention – Ronnie Clark

Mr. Clark stated that the committee had reviewed a “draft plan” prepared by the Superintendent’s Council on Teacher Recruitment and Retention.  The “draft plan” addressed various aspects regarding recruitment and retention, such as the issue of a “centralized hiring system” (as previously recommended by the Task Force on Diversity at the December 17, 2002 Regular Meeting).  The committee hoped that a process for a “centralized hiring system” would be developed and advertised in the near future, for implementation in the upcoming school year.

 

6.   Living Well in Escambia County Schools Month – Resolution

 

RESOLUTION

 

WHEREAS, the health and well-being of students and employees are vitally important to the school district; and

WHEREAS, the mission of the Physical Education, Health, and Wellness Programs in the schools is to promote highest student achievement and a lifelong commitment to wellness through a healthy and physically active lifestyle; and

WHEREAS, the key finding of the Surgeon General’s Report on Physical Activity and Health is that people of all ages can improve the quality of their lives through a lifelong practice of moderate physical activity;

NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby recognize the month of April, 2003, as

LIVING WELL IN ESCAMBIA COUNTY SCHOOLS MONTH

and Friday, April 4, 2003, as

FIT TO ACHIEVE DAY

and Saturday, April 19, 2003, as

WALK FOR WELLNESS DAY

and encourages all schools to join the Department of Physical Education, Health, Wellness, Driver Education and Athletics and the Escambia Physical Education Association to promote the concepts of “Living Well” to students and employees during the month of April, to provide students and employees with 15 minutes of physical activity on April 4th, and to participate in the Walk for Wellness on April 19th, thus calling attention to the importance of Physical Education, Health and Wellness Programs in our schools.

BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Luann Leach, President of the Escambia Physical Education Association and to each Escambia County, Florida public school and appropriate school district personnel.

 

Motion by Dr. DeWitt, seconded by Mrs. Stidham, to adopt the resolution for “Living Well in Escambia Schools Month,” was unanimously approved.

 

It was noted that there was an individual who had requested to address the Board, regarding the Superintendent’s recommendations for a particular student expulsion.  At the request of the Superintendent, the Board collectively agreed to move that particular item forward on the agenda.

 

REQUEST TO ADDRESS BOARD    (1)   Recommend that, consistent with the decision of the formal hearing officer, student number 03-56-862 be expelled from all public sch­ools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alterna­tive educa­tional program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

 

Motion was made by Mrs. Stidham, seconded by Mrs. Bergosh, to approve the Superintendent’s recommendation for student expulsion, Item 1 (Student Number 03-56-862).

The Board recognized Mr. Robert Allen, attorney, who spoke on behalf of the parents of the student referred to in Item 1 (Student Number 03-56-862).  He noted that the formal hearing officer had recommended an expulsion period for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  He urged the Board to approve a reduced expulsion period from only the remainder of the 2002-2003 school year.

Motion was approved 4 to 1, with Mr. Clark voting “No.”

ADD     2. Re-Drafting of School Board Rules Regarding Non-School Use of Educational Facilities

 

Motion was made by Mrs. Stidham, seconded by Dr. DeWitt, to “direct the General Counsel to work with the Superintendent, to re-draft the appropriate school board rules with regard to the use of school facilities by outside groups; the proposed rules should define the Superintendent’s direction for denying use of facilities and make criteria for use uniform for all facilities.”  Motion was unanimously approved.

REQUEST TO ADDRESS BOARD   (1) Recommend that, consistent with the decision of the formal hearing officer, student number 03-56-862 be expelled from all public sch­ools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(2)  Recommend that, consistent with the decision of the formal hearing officer, student number 03-59-851 be expelled from all public sch­ools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(3) Recommend that, consistent with the decision of the formal hearing officer, student number 03-87-866 not be expelled from all public schools of Escambia County.

(4) Recommend that, consistent with the decision of the formal hearing officer, student number 03-111-1251 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year and first semester of the 2003-2004 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(5) Recommend that, consistent with the decision of the due process committee, student number 03-113-411 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  I further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(6)  Recommend that, consistent with the decision of the due process committee, student number 03-115-411 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(7) Recommend that, consistent with the decision of the due process committee, student number 03-117-411  be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year and 2003-2004 school year.  I further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame..

(8)  Recommend that, consistent with the decision of the due process committee, student number 03-119-121  be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(9) Recommend that, consistent with the decision of the due process committee, student number 03-120-121 be expelled from all public sch­ools of Escambia County for the remainder of the 2002-2003 school year and all of the 2003-2004 school year.  It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

(10) Recommend that, consistent with the decision of the due process committee, student number 03-121-151 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year.

(11) Recommend that, consistent with the decision of the due process committee, student number 03-124-862 be expelled from all public schools of Escambia County for the remainder of the 2002-2003 school year. It is further recommended that the student be given the option to enroll, if qualified and if space is available, in an alternative educational program exclusive of regular school placement.  Placement to be at the discretion of the Superintendent and to be available as an alternative during the full expulsion time frame.

Motion was made by Dr. DeWitt, seconded by Mrs. Stidham, to approve the Superintendent’s recommendation for the Administrative Appointment of Debra Simpkins, from ERT/Spencer Bibbs Elementary School, to Assistant Principal/Holm Elementary School, effective February 19, 2003, was unanimously approved.  At the request of the Superintendent, Ms. Grantham came forward to be recognized by the Board.

ADD  3.  Recommend that employee number 725068 be suspended without pay for five (5) working days effective Monday, March 24, 2003, through Friday, March 28, 2003
