MINUTES, JUNE 16, 2003
The School Board of Escambia County, Florida, convened in Public Forum at 5:30 p.m., in Room 160, at the J.E. Hall Educational Services Center, 30 East Texar Drive, Pensacola, Florida, with the following present:

Ms. Finkelstein called the Public Forum to order at 5:30 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Ms. Peggy Pilcher gave the invocation and Dr. DeWitt led the pledge of allegiance.
PUBLIC FORUM
Ms. Finkelstein called for public forum however, there were no speakers.
I. CALL TO ORDER/ADOPTION OF AGENDA
Ms. Finkelstein called the Regular Meeting to order at 5:30 p.m. The Superintendent listed the additions, deletions, amendments and corrections to the agenda. (see margin notes) On motion made by Mrs. Stidham and seconded by Dr. DeWitt, adoption of the agenda as amended, was approved unanimously.
II. PROPOSED ADDITIONS OR REVISIONS TO SCHOOL DISTRICT RULES
A. Permission to Adopt
1. Notice of Intent to Adopt Attendance Zone for Molino Park Elementary
Motion was made by Mrs. Stidham, seconded by Dr. DeWitt, to adopt Attendance Zone for Molino Park Elementary. Ms. Finkelstein called for public hearing, however, there were no speakers. Motion was approved unanimously.
AMENDED 2. Notice of Intent to Adopt School District Rule 6Gx17-2.04(7) Instructional Candidate Pool
Motion was made by Mrs. Bergosh, seconded by Dr. DeWitt, to adopt School District Rule 6Gx17-2.04(7) Instructional Candidate Pool. Ms. Finkelstein called for public hearing, however, there were no speakers. Motion was approved unanimously.
B. Permission to Advertise
AMENDED 1. Notice of Intent to Advertise Revisions to School District Rules, Chapter 1
Motion by Mrs. Stidham, seconded by Mr. Clark, to approve for advertising, Revisions to School District Rules, Chapter 1. Dr. DeWitt offered a friendly amendment to the motion, to approve for advertising, Revision to School District Rules, Chapter 1, with technical changes (i.e., grammar, punctuation, spelling, etc.) to be made prior to advertisement. Mrs. Stidham and Mr. Clark accepted the friendly amendment. Motion as amended was approved unanimously.
2. Notice of Intent to Advertise Amendment to School District Rule 6Gx17-4.09 Guidelines for Acceptable Use of District Information Systems
Motion by Mrs. Stidham, seconded by Mrs. Bergosh, to approve for advertising, Amendment to School District Rule 6Gx17-4.09 Guidelines for Acceptable Use of District Information Systems, was unanimous.

Motion was made by Mrs. Stidham, seconded by Mrs. Bergosh, to approve for advertising, Revisions to School District Rule 6Gx17-7.02 Code of Conduct; Elementary Rights and Responsibilities Handbook for 2003-2004 School Year. Motion was made by Dr. DeWitt, seconded by Mr. Clark, to table Notice of Intent to Advertise Revisions to School District Rule 6Gx17-7.02 Code of Conduct Elementary Rights and Responsibilities Handbook for 2003-2004 School Year. Dr. DeWitt then withdrew his motion and Mr. Clark withdrew his second. Motion was made by Dr. DeWitt, seconded by Mr. Clark, to postpone Notice of Intent to Advertise Revisions to School District Rule 6Gx17-7.02 Code of Conduct Elementary Rights and Responsibilities Handbook for 2003-2004 School Year, until the June 24, 2003 Special Meeting. Dr. DeWitt noted that there were several errors included in the draft of the proposed rule and suggested that a cleaner version be provided at the June 24, 2003 Special Meeting. Motion was approved unanimously.

Dr. DeWitt noted that there were several errors included in the draft of the proposed rule and suggested that a cleaner version be provided at the June 24, 2003 Special Meeting. IV. COMMITTEE/DEPARTMENTAL REPORTS
1. Stellar Employee of the Year Recognition/School Related Employee of the Year Recognition
Mrs. Peggy Pilcher, Coordinator of Volunteer and Business Partnerships, announced that Ms. Della Roberts, Head Custodian at N.B. Cook Elementary School, was the School-Related Employee of Year (2002-2003 School Year). Ms. Roberts received a plaque and pin from the School District and a check in the amount of $200 donated by the State of Florida. Ms. Carol Green, President and CEO, Members First Credit Union announced that Mr. Doug Dillard, Systems Analyst for the MIS Department, was the Stellar Employee of the Year (2002-2003 School Year). Mr. Dillard received a plaque from the School District and a check in the amount of $500 donated by Members First Credit Union.
2. PTA Presentation
Ms. Debbie King, President, Escambia County Council PTA (ECCPTA), gave a brief update of the recent and upcoming activities of the PTA and expressed her appreciation to the Board and the Superintendent for their support.
3. Citizens Advisory Committee for Facilities Cary Stidham
Mrs. Stidham stated that the committee had discussed facilities items that were pending for this meeting and had reviewed recommendations for the 2003-2004 Capital Outlay Budget.
4. Citizens Advisory Committee for Human Resources and Minority Recruitment and Retention Ronnie Clark
Mr. Clark stated that the committee had discussed human resource items that were pending for this meeting.

15. Title I - No Child Left Behind Act of 2001 - Parts A and D - 2003-2004 Application
(NOTE: This item was previously addressed at the June 13, 2003 Regular Workshop.) Motion was made by Dr. DeWitt to approve Title I No Child Left Behind Act of 2001 Parts A and D 2003-2004 Application, with the budget to include the funding of the fourteen (14) pre-k classes that were canceled due to lack of support from the School Readiness Coalition and funds being taken from those schools with the lowest eligible Title I numbers. Mr. Clark seconded the motion for discussion purposes. Several Board Members expressed concerns with the possible negative impact that the motion would have on K-12 Title I schools. After discussion, Dr. DeWitt stated that he would be willing to allow staff to come back with some other plan for finding the fourteen 914) pre-k classes that were canceled. Motion by Ms. Finkelstein, seconded by Dr. DeWitt, to postpone this item until the June 24, 2003 Special Meeting, was approved 4 to 1, with Mrs. Bergosh voting No.

(NOTE: This item was tabled from the May 20, 2003 Regular Meeting.) Motion was made by Mrs. Stidham, seconded by Dr. DeWitt, to approve the amended Escambia School District Calendar, with the exception of the designated paid holidays during Winter Break, for eleven (11) and twelve (12) month Administrative and Professional/Technical salary schedule employees. Mrs. Stidham expressed her desire to discontinue the past practice of designating paid holidays during Winter Break for eleven (11) and twelve (12) month Administrative and Professional/Technical salary schedule employees. (NOTE: The following statement refers to the loss of annual leave for ten (10) and eleven (11) month employees due to a recent finding by the Auditor General.) She was concerned with the fairness of allowing this past practice to continue, due to the recent loss of annual leave for ten (10) and eleven (11) month employees.
Dr. Doug Garber, Assistant Superintendent for Human Resource Services, and Mr. Paul Fetsko, Assistant Superintendent for Curriculum and Instruction, who expressed concerns with the motion on the floor (on behalf of Administrative and Professional/Technical salary schedule employees).
The Board recognized Sheila Romaine and Sharon Sudduth, who expressed their concerns regarding the motion on the floor.
Dr. Alan Scott, Director of Secondary Education, who expressed concerns with the motion on the floor (on behalf of Administrative salary schedule employees).
Ms. Finkelstein stated that while it was unfortunate that ten (10) and eleven (11) month employees lost their annual leave, it was through no fault of the Board or the District. She believed that the motion on the floor to eliminate the designated paid holidays during Winter Break, was a very unfair thing to do to eleven (11) and twelve (12) month Administrative and Professional/Technical salary schedule employees. Motion failed 4 to 1, with Mrs. Bergosh, Dr. DeWitt, Ms. Finkelstein and Mr. Clark voting No.
Motion made by Mrs. Bergosh, seconded by Mrs. Stidham, to approve the amended Escambia School District Calendar (as presented), was approved unanimously.

Motion made by Mrs. Stidham, seconded by Dr. DeWitt, to accept the resignation of employee number 499317, effective June 13, 2003, was unanimously approved.
ADD 3. Justification for Position of Coordinator of Information Services
(NOTE: This issue was previously addressed at the May 27, 2003 Special Meeting.) Motion was made by Mrs. Bergosh, to accept the Superintendents recommendation to reinstate the position of Coordinator I Information Services (Cost Center 4008). Motion was seconded by Mr. Clark for discussion purposes. At that point, the Superintendent and his staff provided justification for the reinstatement of this position. Dr. DeWitt, Mr. Clark and Mrs. Stidham and Ms. Finkelstein expressed financial concerns and stated that they would not support the motion on the floor. Motion failed 4 to 1, with Mrs. Bergosh voting Yes.
ADD4. Justification for Position of Coordinator of Safety, Health and Environmental Operations
(NOTE: This issue was previously addressed at the May 27, 2003 Special Meeting.) Motion was made by Mrs. Bergosh, to accept the Superintendents recommendation to reinstate the position of Coordinator IV Safety, Health and Environmental Operations (Cost Center 4302). Motion was seconded by Ms. Finkelstein for discussion purposes. At that point, the Superintendent and his staff provided justification for the restatement of this position. Mrs. Stidham was not convinced that the duties of this position could not be merged into another position and therefore, would not support the motion on the floor. Motion was approved 3 to 2, with Mrs. Stidham and Dr. DeWitt voting No.
